
H.H visited TAMM Centre in Al Fursan village, Khalifa City, in the company of H.E. Jassim Mohammed Buatabh Al Zaabi, Chairman of Abu Dhabi Executive Office; H.E. Sheikh Abdulla Bin Mohamed Al Hamed, Chairman of Department of Health; H.E Saif Mohammed Al Hajri, Chairman of the Department of Economic Development in Abu Dhabi (DED); H.E. Dr Rauda Al Saadi; Director General of ADSSSA; and numerous General Managers from various government entities in the emirate.
Whilst in attendance, H.H stated that the launch represents a new stage in providing innovative government services that meet customer expectations and serve the overall development path of the UAE under the leadership of H.H Sheikh Khalifa bin Zayed Al Nahyan.
H.H said: “We are pleased to announce the opening of the TAMM Centre – a pioneering project that reflects the future vision of the emirate to enhance the role of digital transformation and joint government cooperation in the Emirate of Abu Dhabi; in line with the vision of the late founding father Sheikh Zayed bin Sultan Al Nahyan. The Centre will provide the best government services to citizens and residents as we continue our journey of progress and prosperity whilst advancing the sustainable development.”
H.H added that Abu Dhabi is moving rapidly towards the future in accordance with the aspirations and directiveness of our leadership to provide the next generation of government services. Furthermore, he stressed the importance of employing digital technology as a tool for achieving the welfare of society and enhancing the quality of life of people.
He continued: “We commend the efforts made by ADSSSA to ensure the success of these centres, and we urge the government entities in Abu Dhabi to intensify their efforts to accelerate the pace of the integration of all services and channels under the Abu Dhabi’s unified government services platform TAMM.”
H.E. Jassim Al Zaabi said: “Our leadership has succeeded in harnessing all the tools required to enhance Abu Dhabi's standing among global governments. Today, our government entities in the emirate have demonstrate their confidence in the advanced levels of service delivery. The TAMM system represents a qualitative leap in the way these services are presented; serving as a model example of the integrated government work according to an ambitious vision achieved by a strong work ethic that is shared by all government entities.”
H.E added: “'TAMM' system has overseen the customer's journey from start to finish, regardless of the government entity providing the service. The process has been an integrated journey to meet the expectations of customers, in addition to providing highly efficient customized services that meet the needs of customers easily and quickly. This falls in line with the vision of the Abu Dhabi and UAE government to accelerate the pace of digital transformation and transition to acknowledge-based economy.”
H.E. Shaikh Abdulla Al Hamed said: “We are celebrating the latest achievement on the Abu Dhabi government's leadership and excellence journey. The quest to establish a future model of government services in the Emirate of Abu Dhabi includes all vital sectors of housing, education, health, entertainment, family and work. The Abu Dhabi government is participating with the community through a single digital platform and a unified service centre that provides integrated services that meet the needs of customers, consolidates the concept of a smart government and provides attractive social and economic environments at all levels.”
H.E continued: “ADSSSA has shortened the time by launching "TAMM" services in one step. Three centers have been established in Abu Dhabi, with two centers in Al Ain and Al Dhafra, as the starting point for the consolidation of the government interface that provides customers with all government services under one unified window.
From his side, H.E Saif Al-Hajri praised the TAMM system, adding: “The system represents a qualitative leap that enhances Abu Dhabi's competitiveness globally in the business sector. The centers save a lot of time, effort and money for investors, encourage the establishment of business and attract investment. They work to increase economic opportunities and contribute to the consolidate Abu Dhabi’s position as the capital of economic diversification; a hub for pioneers and makers of the future.”
H.E also stressed the need for joint cooperation between government entities to accelerate the adoption of the TAMM system; pointing out that it embodies the concept of efficiency of government work and will contribute to the creation of a diversified economy thanks to the attractiveness of government services that are facilitated to investors.
H.E Dr. Rauda Al Saadi stressed that the Authority is working at an accelerated pace in accordance with the vision and directives of H.H Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces; to enhance the emirate's leadership in the field of technological innovation and strengthen the focus on customers’ needs and place them at the heart of government work and priorities.
H.E Al Saadi said: "The agenda for digital transformation cannot be successfully implemented without focusing on customers and enhancing partnerships with the government entities. We have to apply new and innovative methods that fit the aspirations of our leaders. We have adopted a number of strategies to ensure that this agenda is implemented in a deliberate way that ensures its success and we have designed centers to support the gradual transformation of customers to the digital channel. We will intensify training for TAMM employees who will increase their professional skills"
H.E Al Saadi added: "We are proud of what we have achieved so far, which was the result of a strong partnership with government partners in Abu Dhabi and strategic partners from private sectors to ensure the success of the TAMM system. We value the great effort of the teams who worked continuously to prepare the Centers in less than 4 months. As a result of their efforts, the Authority team has been able to launch more than 200 services through TAMM Centers in the three regions in Abu Dhabi during a trial period from the beginning of November until the official launch by HH Sheikh Khalid bin Mohamed bin Zayed Al Nahyan.”
H.E Al Saadi concluded: "We are unified as we guide the joint government efforts towards providing integrated government services in all areas to meet the customers expectations. We seek to boost effective strategic partnerships with all entities in the government and private sectors to help make the Centers the cornerstone of effective government operations to facilitate people's lives."
TAMM Centers have been developed to guarantee an inspiring and innovative business environment that employs advanced technologies; enabling customers engagement and complete a full range of government services through unified platforms within the building and get the necessary support from specialists.
The customer begins their visit to the Center in the "Greeting area"; eliminating the idea of reception offices and removing barriers between the customer and the employee. It creates a greater opportunity for communication between the parties to understand the customer's needs accurately and to guide them accordingly based on the service they want, ultimately achieving a qualitative shift in the way government services are delivered.
Each TAMM Centre is composed of five core zones: the "Guidance Area", which looks to provide support and assistance to customers to deliver their services quickly; the "One to One Area", dedicated to providing support to customers and advising them to get their services done quickly; the "Investors Area", which provides a one-stop-shop for businessmen and entrepreneurs looking to start a business in Abu Dhabi, the "Co-Create Area", an interactive platform that enables customers to share their opinions and suggestions, thereby enhancing effective communication and supporting continuous improvement; the "Self-Service Area", which will encourage the customer to complete transactions independently and raise self-confidence in digital services.
All TAMM Centres will be dedicated to provide investors with special services and support. The "Investors Area" will be operated by a group of experts who will coordinate with the Abu Dhabi Department of Economic Development (ADDED) to provide a range of services including: supporting feasibility studies for new investors; marketing investment opportunities in the emirate; introducing business products and services; facilitating access to the best local suppliers; providing financial and legal advice; facilitating access to project financiers from investors and banks; accelerating the procedures of the services of medium and large investment companies.
As part of its efforts to provide proactive and efficient services to customers that ensure efficient operation, the Authority will work to implement a number of qualitative and innovative initiatives that will contribute to the access of services to the largest possible categories of society. This particularly applies to senior citizens and people of determination, covering more geographical areas within the emirate, including the "TAMM Care" initiative; where equipped cars will be allocated to provide services to customers and these vehicles will be used to serve senior citizens and people of determination. In addition, the initiative will serve the remote areas of the Emirate within the declared work schedules of the customers. This will ensure they have access to government services wherever they are equipment and qualified cadres in accordance with the highest international standards and standards.
In line with the initiative, TAMM Centres will also provide fixed communication devices to people parking within the facility, enabling them to communicate with the service providers in the Centres and utilize the service from their cars if they so desire.
The "Green TAMM" initiative comes in alignment with both the Abu Dhabi government’s vision of building a sustainable green economy, and the "AD Connect" initiative that enables government entities in Abu Dhabi to exchange documents for individuals and companies digitally and through secure channels. By converting these documents from paper to digital data, the burdens of procedures are reduced. Furthermore, they are on time and the customer is able to limit all government services in one place, instead of reviewing more than one department or a government entity, which contributes to reducing harmful emissions, proportion of environmental pollution harmful to human health and achieve the highest rates of environment conservation.
TAMM Centres will also adopt sustainability standards to promote the concept of recycling and preserving the natural components of the environment. Furthermore, they will form an axis key to raising environmental awareness among the public and provide a new dimension in government services.
ADSSSA oversees the establishment of customer service centres that provide smart and integrated services in accordance with leading best practices. The Authority is working to develop an array of smart systems similar to TAMM by focusing on the integrated experience of customers in all segments to improve and facilitate the service sector government.
TAMM is the first of its kind in the region and aims to achieve a quantum leap in the delivery of government services in Abu Dhabi, in line with efforts to accelerate digital transformation and enhance the emirate's leadership in building a knowledge-based and sustainable economy.
